In accordance with
9 Code of Federal Regulations
(regulations issued by the USDA for the Animal Welfare Act), the ILAR
Guide for the Care and Use of Laboratory Animals (1996), and the
Public Health Service Policy on Humane Care and Use of Laboratory
Animals, Office of Laboratory Animal Welfare, National Institutes of
Health, training is required of all participants in animal research.
9 Code of Federal
Regulations states:
"Personnel conducting procedures on the species being maintained or studied
will be appropriately qualified and trained in those procedures." [9CFR,
2.31 (d) viii].
Guide for the Care and Use
of Laboratory Animals:
"Personnel caring for animals should be appropriately trained, and the
institution should provide for formal or on-the-job training to facilitate
effective implementation of the program and humane care and use of animals."
"Investigators, technical personnel, trainees, and visiting investigators
who perform animal anesthesia, surgery, or other experimental manipulations
must be qualified through training or experience to accomplish these tasks
in a humane and scientifically acceptable manner."

Care and Use of Laboratory Animals:
"Personnel conducting procedures on the species being maintained or studied
will be appropriately qualified and trained in those procedures."
