The new Uniform Guidance Procurement Standards (2 CRF 200.317-326) go into effect on all federal and federal flow-thru awards July 1, 2018. These changes are significant and will increase administrative burden.
To help investigators and staff implement these changes, a series of Town Halls will be offered on campus with an hour presentation and an hour of Q&A.

June 26, 220 Multidisciplinary Science Building, 2 pm to 3:50 pm

These standards describe purchases as falling into five categories:
- Micro-purchases ($5,000 or less do not require competition or price/cost analysis, distributed equitably among qualified suppliers)
- Small purchases ($5,000 to $40,000 price or rate quotations are required from three sources)
- Sealed bids
- Competitive proposals
- Sole source
Overview of the new standards:
- Must use documented procurement procedures.
- Must maintain oversight of contractors to ensure performance.
- Must maintain written standards of conduct covering conflict of interest of employees engaged in the selection, award and administration of contracts.
- Must maintain records sufficient to document the following:
- Procurement method
- Selection of contract type
- Contractor selection or rejection
- Basis for contract price
- The use of statutorily or administratively imposed state and local geographical preferences is prohibited.
- All procurement transactions must be conducted in a manner that provides full and open competition.
